I've only seen one episode of the TV series, is it any good? Is it like the manga? (Weird manga, what the heck...?)

Its a whole new Joker in the series. You know how the Manga joker was like off his rocker? This one is evil and sadistic... the series is its own brand of trippy, but if you're watching for the over-the-top paper battles then I'll totally suggest it. If you want a Joker fix... watch the OVA again, I like him best in that when he's A, good and B, sane. I wouldn't spend money on the series. If you can borrow or steal it, its good for about one view.

Do the OAV and TV series take place in the same timeline, or are they completely different things? I've only seen the OAV. . .

Well... that's an interesting question. They designed the TV to take place five years after the OVA... but there's a lot of stuff that doesnt match up, and the TV itself is mostly just a fanservice piece with a lot of loose ends. I enjoyed the show while I watched it, but in the end I was a little let down by the conclusion, but I guess that's anime...
