It's a theme for an Android MIUI ROM with a configuration of widgets.
I'd recommend starting off at XDA to see where you need to go.

Man, I would love to. But can't.
It is built in the MIUI ROM and I cannot pull/push it out.
I was looking for quite a while to have the clock as an .apk too and in the process found the whole MIUI ROM thing. I'm hooked. In a big way.
