Nope, his wings never are big enough for him to fly. They evolved into smaller wings in his species as they stopped flying and kept to the ground, so he's the result of that. Now he just has cute little wings.

I've wanted to be able to fly all my life (like most people I think), my brain likes to torment me with dreams in which I have wings but cant fly.
They are super adorable though.
