My interpretation: Most of us experience periods during which we are less than fully realized or effective in life. Some unfortunates dwell in an anonymous, nearly-invisible state on the dark, outer fringe of society ... I guess some people cross over between the former and the latter once or more. Occasionally I wonder how fine that line really is.
To answer your question, I would say no, I didn't really think of it that way because the disenfranchised are very isolated and, I assume that living a survival existence doesn't doesn't leave much room for people to reach out and broaden their horizons.
