Pointalism? Basically it just takes alot of patience. The trick to getting the textures (or lack thereof) lies in the ability to slowly increase or decrease the distance between them. This requires a decent/good pen, but is a great effect for when you dont' want to show a hard texture. For direct lighting, you should probably use cross hatchings or a variation thereof that allows for the texture of your object. If you have basic or shallow lighting, pointalism (also called stipling) can give nice balance without inducing too much texture.
