I, along with everyone else, have been frustrated by the fact that Kangaskhan is born with a baby in its pouch. So I propose the solution in Khan.
Now I've pondered what the mechanics would be with this new mess, and I think this is what I've come up with:
Instead of all kangaskhan having babies in their pouches, some will not. SO what happens here is you get a kangaskhan to lay an egg and then one of two things can happen:
1. Put an empty pouch Kangaskhan in the party to hatch the egg. Baby Khan will move into available pouch. At this point its worth noting that an empty pouch Kangaskhan can not megavolve.
2. Hatch egg without empty pouch kangaskhan for standalone baby khan. Grow it some levels or something to evolve it, at which point it would develop a baby in its pouch. Not all would, though to keep the cycle going.

Khan have been long documented across all regions, but only recently have they been recognized as separate from their parent Kangaskhan. They are, in fact, able to survive on their own, but typically evolve so early that they are generally not seen alone. It has been learned that Khan are the secret to Kangaskhan's mega evolution but only recently has this been accepted as more than granted knowledge, due to a sudden drop in Kangaskhan with babies in tow.
