RIGHT.
TAKE A HARD MEDIUM SIZED BRUSH (LIKE 20 OR SOMETHING). MAKE THE COLOUR WHITE OR REALLY LIGHT GREY.
GO TO THE BRUSH MENU ON THE TOOL BAR ACROSS THE TOP OF THE SCREEN. IT SHOULD BE ON THE LEFT.
CLICK "SCATTERING" AND ADJUST IT SO THAT ITS AS SCATTERED AS IT WILL GO. YOUR BRUSH SHOULD CHANGE TO A SERIES OF RANDOMLY PLACED DOTS.
TAKE YOUR BRUSH AND DO A FEW LINES ACROSS THE PAGE, MAKING SURE THE DOTS ARE AS INDIVIDUAL AS POSSIBLE.
GO TO FILTER > BLUR > MOTION BLUR, AND PLAY WITH YOUR ANGLE AND THE AMOUNT OF BLUR YOU WANT. TAKE AN ERASER TO IT IF IT NEEDS SOME THINNING. DO A LAYER BEHIND THE CHARACTERS AND IN FRONT, AND ANOTHER FEW FOR GOOD MEASURE IF YOUR REALLY WANT.
THEN DO YOUR DRIPS WITH A SUPER SMALL WHITE BRUSH AND TAKE A SOFT, ALMOST TRANSPARENT BRUSH TO MIST UP THE SURFACES THAT THE WATER HITS, LIKE THE TOP OF SOMEONE'S HEAD.
ADD SOME RANDOM LINES FOR DROPS THAT ARE MORE FOCUED, THOUGH DONT FECK THEM UP LIKE I DID HERE LOL.
