Here is his past

In the distant past before the MOJ (Ministry of Joy) was established, Phoenix became the victim of a maniac. The maniac cut out his mouth and inserted the speaker into a wide smile. Phoenixreceived a serious mental trauma, began to wear a mask that smoothed out all his mental pain, and after a while he was trialed as a smiling advocate. He was given a job as the flasher and uses bright lights that blinds and disorientates the target, he loved to attract the attention of others and was not afraid of anyone. He saved Setsujo from the maniac that was going to do the same thing to her like Phoenix has, after which he introduced Setsujo to Iris,Tesuna,Daunrinku and 2 others.

Around 2015 when Setsujo had an accident she got corrupted and Phoenix had to use her Transformation Sceptre to defeat her. It took him a while to learn how to use it but then he got the hang of it.
