This is kind of a Little Mermaid crossover with zutara. What if the water tribe were mermaids? I was playing around with the idea of Hadoka as the chief of the southern water tribe of merpeople and forbidding his only daughter, Katara, from going to the surface to experience the 'fish eating, fire breathing, humans'. I imagine that zuko would still wield fire, and the firenation would still be, mostly, evil.
Here is Zuko drowning after falling from his ship that still searches for the avatar. Katara, who had been watching him for a while, saves him from the wreckage. Hes badly injured but her song brinGS HIM BACK TO LIFE. TRUE LOVE. Im sorry, Im so lame omg
Katara is 16 here ('Im 16 daddy, Im not a child anymore!' ) so Zuko is a cool 18. IDK how those ages would work with Aang and fighting Firelord Ozai before the comet, but HEY THIS IS MY AU AND I DONT HAVE TO WORRY ABOUT THAT IF I DONT WANNA

All-in-all, this is an astounding piece!
Your attention to detail is evident in the surroundings EXCEPTIONALLY well - the bubbles in the water, the sunlight reflections off the characters, and the dispersion of the blood. That said, consider paying just as much tribute to your characters traits: it's a little jarring, with this complexity of detail elsewhere, that Katara doesn't have overly visible scales, especially when scales and skin reflect light differently.
Your proportions are clean, too! It IS strange that an unconscious, descending body would be able to keep limbs close, as Zuko did his arms, but it still conveys the intent well. Zuko's pose portrays the closed-off nature of his temperament from canon, as well as highlighting how helpless he is as an injured human out of his element.
It's a little harder to see the 'voyage' intent of this piece - that requires looking beyond this single moment, as well as being aware of both the basics of the Little Mermaid tale and AtAL... and the 'voyage' theme still applies more to Zuko than both Zuko AND Katara. But, if the viewer has that background knowledge, this piece can be applied to your theme and Zutara Week without too much straining.
Ultimately, this is a well-thought-out, complex, 'Little Mermaid-esqe' rendition of Zutara!

i really love this AU. the thought behind is great and so is your technique and style. does this mean the airbenders would have wings? that'd be cool, and the earthbenders living underground! this lends so well to imagination! i am so glad you made this.
