Not sure I understand your questions. Yes, Paintshop Pro. It's a digital drawing/painting program. I drew it. I used some vector drawing for the tendril itself, and then raster on the rest. I often save discrete parts when I draw so I can add then to different drawings later. That's what I did with the mechanical fish and jellyfish.
