Throughout the movie, Cap appears in a parody of those PSAs they show at schools before a fitness test or special presentation. After the credits, when the audience is waiting for some kind of teaser for an upcoming Marvel movie or something that will happen in the next Spider-Man, all that happens after the credits is Cap steps onto a white screen and goes into a spiel about people being patient in the hopes of seeing something amazing. He then stands awkwardly in silence for a moment before looking off-camera and asking how many more of those PSAs he has to do. Then it ends. The joke is that he's mad he waited for some kind of teaser or cool post-credit scene, but got rickrolled instead.

Seriously, he showed up in the movie talking about hero values about 3 times, like I get it, but I think its a bit unnecessary.
BTW, I don't hate cap, its just that he showed up 3 times just to give a speech. although, I do like the concept of crossovers in a spiderman movie...

The joke is not that he made the educational videos.
Its that the very last after end credits is pointless, and is literally just a waste of time.
Considering people who sat and waited were expecting some teaser of sort for upcomming movies.
