Probably not the final character design, but here's a dragon boi - Alarin, imperfectly shapeshifted into a human.

Some backstory:

The world has once been almost destroyed by a big nasty dragon. His name was Karger and he hated humanity for "enslaving" the dragons. His goal was to rule the continent and kill everyone who opposed him. He destroyed the centuries of peace between dragons and humans but ultimately failed and was trapped in a mountain prison where he was left to rot.

Ever since then all dragons and their trainers were to be killed on sight as they were announced the enemies of the human race. It seemed that no dragon or trainer survived the war and its aftermath. None, except for one little girl who ran off with the last dragon egg and managed to hide in the woods for long, long years. The dragon that hatched from this egg turned out to be a son of Karger. As he grew bigger and bigger, it was getting harder for them to remain unnoticed. And then one day... The dragon lost everything he had.

A group of armed men captured his friend and killed her on the spot. He managed to escape but life without her wasn't the same. What will he do now? Will his anger and sorrow change the way he sees the world? The way he sees humanity?

Almost half a century later, Alarin will appear out of nowhere and attack a peaceful city. Is history going to repeat itself?

In this scene Alarin would be facing someone who's trying to stop him. They would fear that the dragon is here to continue what his father has started many years ago. He'd say that he's different, but is that really the truth?
