I don't think it's a far-fetched idea that Carmen could eventually become a rogue. She probably was tired of being persecuted all the time for her crimes, and the uneven balance of wealth and power between the common folk and nobles. Not to mention, she's also pretty much given up on building a future, since she considers every day just another step closer to Eideann's inevitable judgement of her. Joining the rogue movement probably gave her more of a purpose than aimlessly looting and reselling goods.
