Well... You know I love Durarara!! So here is a kind of fanart. It's the basic template of the Dollars chat icons.Free to use ! ^^
Png file, so the BG is invisible and you just have to add a colored layer beyond the layer with the character.
Add details, that makes it funnier !

To make this, I used a screenshot of the anime with an icon and I made it bigger, and then I traced onto a new layer with the BΓ©zier curves of PS in order to have very neat lines.
(Well, Drrr doesn't belong to me, so the design of this thing neither.)

Well you'll have to use some drawing program.
The Gimp, Photoshop and Illustrator are the best because they support layers, so the process is much easier. But you can use Paint or something like that instead.
You simply take the picture, add a background and draw details on it. It's not really complicated, only takes a bunch of time.

What program did you use to edit it? I have pixia but I have no clue how to use it so I cant do a cool one like that x.x

I used Photoshop. I've never heard about pixia, but I think any program with layers would work. ^^
