I use Paint Tool Sai although it's not that easy to get a free download of it. You can also try FireAlpaca or MediBang Paint Pro.

Hallo! When youve downloaded it, you upload it into your art program, and you create a layer. Put that layer underneath the lineart so your able to color it without going over the lines. I'm not the best at explaining things so if this doesn't help you can always just ask google. c,,:
