There are way too many places for a weapon to get caught on for that to be effective armor at all.

that's a necessary sacrifice for flexibility, which a mermaid needs! besides, the same could be said for fish scales
though i suppose chainmail or small-plate-mail would be flexible and have the added bonus of LOOKING like fish scales.. but I think this armor is prooobably as ornamental as it is protective..
