Ok, you asked me to rate it. I can be gentle but in that way you will not learn a thing. So excuse me if it sounds rude

-the hair, it continuos constantly -> not good
- skin is done very wrong, its blurred/smudged or something like that. it doesnt have any texture. + it is very smudgy.
- eye make up, you just colored it, which is wrong, it looks very fake
- eyes: Iris, made in one color which is wrong, changing the eye color is not something that always need to be changed. The pupils are not round, why did you changed that shape? The eye white is made grey/one color, but still you have the veins.
- the neck, the skin looks weird under her chin.. smudgy etc.
- the hair line which you removed, which you can see obviously, it just stops in a hard line. which is wrong.

The overall color of the image is done pretty well

Tips: Stop using the smudge tool, skin has texture, you may not destroy that, never use blur.. Learn how to use the dodge and burn technique, the healing brush etc. Buy some fashion magazines like Vogue, Elle, Glamour, W Magazine. Look at the ad's and covers, look how those models look, they all look perfect but still have skin texture.

you have a lot to learn, learn which tools you may use for this kind of retouching etc, always work on new layers etc. Learn the tools in photoshop.

I can also recommend this DVD (it didn't worked for me since the info on it was not really new to me, so it didn't had any relevant information to give me. Although for a beginner it's great! and you get high quality pictures (39 mp) to work with. It is kind a pricy, but they discount about 96 dollars!
