It´s Nagi from "Kannagi", some fun Anime I watched recently. I love how she´s using this toy-magical-girl-wand XD (and broke it, and glued it on the table.....). Next time I wear this costume I´ll definitly have one and fight against the impurity vermin!
(Could used it today, soooo many ants today...like EVERYWHERE!)
