I think it is certainly tenten
Mai is great but she stands no chance even if her accuracy might be better because tenten just has to use twin rising dragons and who cares if her accuracy is off the mark then?
Also tenten does not use only shurikens like mai, she uses a LOT of other types of weapons

I would of said Tenten but thinking about it I would say Mai because Mai is FAR more accurate with her weapons and while she appears slow Mai can be quite fast and is a skilled matail artist as shown in the Boiling Rock. Plus a lot of Ten Ten's weapons comes from her scrolls that need summoning while Mai has TONS all ready on her (thinking even further about it Mia must be carrying like 100 pounds or more metal on her while Ten ten carries lighter scrolls yet Mai still moves fast with the extra weight so if Mai lost her weapons she could be even more dangerous as she would probably be very very fast with nothing weighing her down) so if Mai pins down Tenten or her scrolls then the major advantage goes to Mai. Right now I'll say Mai but that also is because (not counting fillers) we haven't seen enough of what Tenten can do yet.

Maybe Mai & Ty lee vs Haku & Rock lee would be ok both Haku & Mai use senbon & are problly = in taijutsu like Ty & Rock + if it were possible 8 gates in crystal ice mirrors would rock

Tenten since she has knowledge of melee weapons, while Mai we have yet to see her show any similar skill but we'll have until season 3 to see what she can really do.

Kick ass! I've been waiting for this! Now all we need to see is Neji vs. Azula. My vote is for tenten since while Mai may carry alot of weapons under her robes Tenten has hers sealed in scrolls so she can carry alot more and she can do her twin rising dragon to make it rain weapons.

No contest. I mean, Tenten is a NINJA. Mai's only got weapons, but Tenten has weapons AND ninjutsu. She'd pwn Mai's ass like no tomarrow. Hands down.
