Hey!
1. I don't use this program.
But probably the meaning will be the same ...
Generally from the beginning I use the size 3200x2000
later in the process of work, I increase the canvas, and after I cut off the excess. (I do too much extra work, but it's more convenient for me)
2. I just don't work with the background, nor any flat fill.
after completion I save it in a format .png.
Save option 32bpp ARGB (transparency support)
I don’t know why I wrote it, you may no longer need my answer :Т

I use clip studio paint also,
I'm confussed about your second question. xD I know you were not asking me but
I just have this urge to help. hehe
for question 1, you can see the size of this image to the right, below groups.
"resolution"
I personally use 3000x3000/5000x5000x/7000x7000 and then change the size after the picture to make it smaller/look better.
as for the second question, if your talking about how to do transparent background,
I hide the white lay/background layer, and then save the image as a .png.
it gets it to be transparent.
idk if this helps as at. and sorry for being noisey/trying to help. haha
