That's actually one of the episodes that made me think he low key likes her actually. And of course he's intrigued, she's a girl that's tougher and stronger than any of the kids their age and a few older ones too who manages to both confuse and exasperate him on the weekly bases. X3
As for love....eh. I'm not so much focused on that (when looking at their lil kid age) as trying to determine how much affection he holds for her. Potential for crush is definitely within him though as when she's being her non-hostile self and puts some effort in her style she's apparently his "type".

but yeah they've got a long road ahead, i honestly like the whole timeline of
get together after TJM,
break up after a while because of too much conflict n stuff cus they both have alot of work to do on themselves and on their relationship,
stay friends, probably end up crushing on eachother again when they become teens (if helga ever stopped crushing on him) ,
i personally like the idea of the whole "the patakis" storyline actually happening, and them getting together again when arnold returns,
and it's not gonna be smooth sailing but it'll be alot of trial and error untill they're both responsible adults that decide,
you know you drive me fucking crazy but i'd go crazy without you ,
and then they get married enjoy whatever adventures they wanna have,
and when they're good n ready end up settling and have those babbus.
