First of all, I like this portrait because it's original. It's not the typical formal portrait you see every day. The photographer had an original perspective, and took advantage of it to create this interesting portrait.
But still, it's not a good idea to crop the eye the way the photographer cropped it, it disturbes the composition.
I love the warming filter applied to the photo, it offers so much intensity. The eyes of the model are the main interest in the photo, and they've been edited in a really nice way.
Overall, this is a nice portrait, intense and expressive.
