While the White Guard originally never operated much planetside, which was normally surveyed by local military or governmental structures, as time carried on they found themselves on a new battlefield.
Their assault rifle, the Valkyrie, and the Hel "smg" were more than sufficient in the large space stations, mining installations, and starships they fought in.
But as more and more of the exotic and relatively untouched 'wild' planets became colonized, more and more of the underworld rooted in the rich soil of undiscovered land.
Between this, and habitation causing more run ins with potentially threatening alien species, the White Guard was finding themselves called in more and more for exterminations planetside.
Their existing guns were fine in the urban Metro-worlds of the Inner Systems, they lacked a weapon with sufficient range and power to dominate the wild unaltered worlds they now fought on.
Thus, the Odin Sniper "Cannon" was created.
It was rumored that a black market boss wept that very day.
