I don't think that is true. If you believe this, please prove it. I have read Wobbuffet's PokΓ©dex entries, and not one of them points to the tail controlling the body like that.

The theory that Wobbuffet is in fact the black tail and not the blue blob stems from the eyes on its tail and the numerous Pokedex entries that talk about it being extremely protective of its tail.
