I love the movie Dr. Elefun too, though I was caught off-guard when I found out that Bill Nighy voiced him. I originally knew Bill Nighy as the singer Billy Mack from Love Actually, who's personality is very different from Dr. Elefun. Yes they're both sarcastic, but unlike Dr. Elefun's warm and fatherly personality Billy Mack is...well, that of an uncensored curmudgeon. Emphasis on 'uncensored', I mean just try to picture Dr. Elefun using swear words....
Anyway, I think Dr. Elefun didn't go after Astro right away because he was busy trying to talk some sense into Tenma, only to reluctantly give up upon realizing that Tenma was in too much pain to listen to reason. Then afterward...maybe he was trying to build a tracking device so that he could find Astro easier, but Stone found Astro before Elefun could even finish the device?
Also I believe that Toby was sucked into the robot. For one thing if Toby was disintegrated, then how come his hat wasn't disintegrated as well? I think his hat just flew off his head when he got sucked into the robot.
Plus I'm sure the Peacekeeper, like other robots of that time, had been programmed to not harm humans which explained why the Peacekeeper merely absorbed Stone instead of killing him: he wanted Stone out of the way, but wasn't able to harm him. So in Toby's case, the Peacekeeper wanted to destroy the shield but also couldn't destroy Toby, so merely sucked him up to get him out of the way so he wouldn't be harmed by the disintegration. It just happened so fast that no one else, not even Tenma or Dr. Elefun, realized it.
Then when Astro defeated the Peacekeeper at the end, Toby got blasted out of the Red Core along with Stone but landed somewhere else. In fact, if the movie had been popular/successful enough to result in a sequel, the sequel might've even revealed this.

Tenma is a great character.
I think his best voice is Dorian Harewood's, the one in 2003's series, English version. So deep, full of humours... he can be sweet or cruel in the space of few moments.
In Italy this cartoon never arrived, so I don't know who could be give him a good voice; I also heard Latino and Portuguese voices, the original 1980's Japanese, but I think I love theb English one most of all.
Dark colors but not all black really fits on him. For him I always use dark blue, but you're right, violet would be cool as well. If you don't mind, I'll try this idea of yours for my personal works
I like the 2009 movie (I saw all in Polish, before I could find an Italian version...). The scientist with the red cap and wearing glasses IS Osamu Tezuka. Did you know? He's always near Elefun (O'Shea, Ochanomizu... his Disney dwarf nose is legendary!).
I did not hear Nicholas Cage's voice in this movie; he's a weird Tenma, not as good as others, but not bad.
I don't like that in 1980's series they forgot about Tenma. Maybe it has been a revenge against his first incarnation of 1960's, when he sold his son and forgot about him.
There are people who think Tobio is still alive, escaped from home. If this was so, Tenma would search for him all his live, untill his last breath... I read somewhere that this happened to him in 1980's series: he went on searching for his son, and died by heart attack, under not effortable pain. I don't know if it is true or if it is a fan-made. But it fits on the character.
I expect great and violent passions from Tenma.

Yes to the English voice in the 2003 series! omg I loved Tenma's voice in that one. Deep enough to be frightening and intimidating yet still sounding like a gentle man.
And sure, you can definitely try out the purple^^
And yep, I knew that that scientist in the movie was Tezuka.

It's Ok, I don't mind. Even facebook's notifications are slow, and always in enormous delay.
It's a shame that the 2003's English dubbing is all that messed up.
The original Japanese characters lack a bit of personality, meanwhile good and sparkling dialogues could give them more power and appeal.
They messed up with Daichi/Atlas, and with the story about Tobio, and that is unforgivable; they cut and changed many situation, lots of episode endings, they changed the names and they cut all the cute scenes where Atom is seen as a kid. Astro Boy has a double nature: robot and boy, so why on Earth you have to cut one of them away? It's like me erasing some chapters from a book, and relasing it all cut, saying it's the original form.
Tenma is more similar to Romantic heroes: always a step near to damnation, desperate, full of violent passions he wants desperately to hide (he wants to become a machine); he has got no place in humans' world and he has no place in robots' world too. The only thing that binds him to this world is his son, Atom, and he does the best (he thinks it's the best...) he can to bring the good times back. And he uses all means to do it.
I like his character, and even if I don't agree with him and his actions, I think I can understand him.
Atom is a child, he's fragile, in spite the fact he's a powerful state of art robot. He is surrounded by a family (Ochanomizu, Uran, Robita) and lots of friends. They love and support him.
Who in the world does support Tenma? Nobody. They wanted him to stop his AI experiments, they want him to destroy his Tobio-robot, they boycotted him by all means... So, that's why he can't be so kind and cute. I can imagine him saying: "So nobody wants me, any of you? Right! Before I am leaving this damned world, I'll make some good mess!"
When he plays that church organ, I see a real Romantic spirit. I can't hate him.
I imagine Atom going very often to visit his father, for a calm talk, finally, without fights and twisted plans. A father to son dialogue. They're father and son, how far they can be from each other?

In my fan-fic on AstroBoy "The Third LifeForm", Spooky has referred to Dr. TenMa as Dr. Tin Man, and, if that wasn't bad enough, he has addressed Dr. Elefun -or Dr. Ochanomizu- as Dr. Occasional, Dr. Occupation and even Dr. Occidental ! I did follow Osama Tezuki's origin story for AstroBoy.
I also make oblique references to kappas and to Jissouseki (created by a rival outfit to the one where AstroBoy was designed and built, the Asheraku or whatever name that mother goddess of Japan was).

That is true. It kinda bothers me that Dr. Elefun's role in the movie was so small, I mean, he's always had such a huge role in the anime and manga,so why not in the movies?

I completely agree with everything you say! I never knew about astro until some "anime-demon" possed me to see the movie. Now I love Astro! I have seen most of the 2003 and 1980 series. I am bothered by how Tobio dies in the movie and how Astro/Tobio is kinda a troublemaker though
