Because you never really see him crying on the show. The closest thing to it that we see is during "Summer Belongs to You" when he shows genuine despair. Sorrow is a reaction that we basically never see from him, which is both a shame and an intrigue. It makes people wonder what's going on in that triangle head of his, whether or not he's truly just a powerful optimist or if he's pushing down some hurt. More importantly, they all wonder what CAN possibly make a character like him upset to the point of tears, especially since he's the most optimistic character in the show.

That...and everyone loves seeing their favorite character in this situation, whether it be because it reflects upon their own emotions, or because they find hurt/comfort to be very adorable. Like in this picture. This is flipping adorable. XD

It does, but it's a sadness that feels good rather than pulling you into deep depression; for some it can also be a very good venting mechanism that makes them feel less alone. Somehow, writing or drawing these things helps. For others, it's just...fun to draw the characters reacting to things differently than how they'd normally react to them. It's a method to help them develop as characters further by giving them more human emotions: whether it'd be happiness, sadness, anger, fear, all those good things! :3 In a sense, it's heartwarming to see Phineas and his dead father embrace each other like this; because it's like saying his dad never left, and he never will. He's gone, but Phineas will never forget about him as much as it hurts, which is something I think everyone can relate to.
