I made it with photoshop, using pencil tool
hmm about that white outline.. I suggest you use transparent background while working on the pixel rather than use white background.
After you finish pixeling, make sure to check your work, maybe you fill something out of the line. You can try to fill the background with dark color and see
it helps you a lot :3 //i hope it's helpful

so . . . transparent clean (without outline) animated is created by vector line or pixel, that required non brush or other blur line

yes, I only use pencil tools and the eraser
If you use brush, sometimes it will leave marks, that will make your work not clean
