well yes , the "queen" here is in fact the lugia, slowking is about to put a tiara on lugia's head, thats why she is bowing
but I understand the confusion, it was my mistake because the tiara is hard to perceive. it should had more contrast or something xDu
though I really like knowing about how other people's interpret a same artwork ^^ I learn lots of other people's point of view and it is also really fun!
