Technically, she doesn't have an 'official dress' because she never gains enough power to transform into her royal form. However, like her half sister, her hair is very long in her civvie form. Because she's forbidden from forming loving attachments to people, she's covered up most of the time. (she also prefers this style as well.)

Her name is simply Seraphina. (Princess Seraphina, really) and she's Sailor Hymir, head of the princess's Sailor senshi group as well as the princess's half-sister. Born on the night of a rare occurrence when the third moon of their planet is revealed once every six hundred years, she's said to be the one that would destroy Leah if she were to ever fall in love. (So the legends say that under Hymir, one born who will fall in love will be its' destruction.).

Her childhood and early adulthood was basically misery. She disdains people and prefers the company of her partner - a panther-like animal named Lithos. She has a love-hate affair about her sister as she feels both at the same time towards her.

Eventually, she does fall in love and does bring about the end of Leah by finding Sailor Galaxia and persuading her to come to her home Solar system, where everyone dies- including herself.

She's later reborn, but has decline to show herself. Wishing only to be free.
