Sorry for butting in but to get that effect (or how I used to get it) is open the image in photoshop or another software with layers and blurring effects, duplicate the image, (gaussian) blur the top image (a little bit but not excessively), and then lower the opacity of that blurred layer to how you see fit
Maybe this artist uses a different method but yeah it creates that sort of effect ;w;
