Why Starfleet Acedemy ever have to be on Earth?

I'm pretty certain there is no way the Academy is only on Earth. Remember, Star Fleet is the Federation Navy/Coast Guard. The United Federation of Planets takes up almost 1/4 the galaxy and consists of 150 members and thousands of colonies.
The American Navy is an enormous military and one academy isn't enough to produce officers to fill all of its management positions. So it has an Academy, it has ROTC (Reserve Officers' Training Corps) and JROTC programs in colleges and high schools, and it allows licensed professionals like lawyers or doctors to get a commission and go right in without prior military training. It also has OCS (Officer Candidates' School) that allows enlisted men to become officers and civilians with college degrees that never went to the Academy to become officers as well. It also accepts cadets from the many other non-government military colleges in the country.
I'm sure, then, that Star Fleet would have a similar system - OCS, J/ROTC, and direct commissioning as well as the Academy. And since Star Fleet is so big and has so much space to protect, and since there are 150 members in the Federation and not everybody can conveniently make it to Earth, I'm pretty sure (and I think it's been mentioned somewhere) that Star Fleet Academy is actually a system of several campuses scattered all over Federation space, and that the one in San Francisco is considered the "main" one.

No one said it had to be on Earth! And anyway they could have several 'branches' on different worlds.
