A drawing being fantasy doesn't have anything to do with proportions. Fantasy has to do with intentional and calculated non-realism, and usually said non-realism is the existence of non-existent things. Nobody says, "Oops, I accidentally made magic exist in my story!" or "I keep on slipping up and adding Cthulhu!"
Using fantasy as a blanket term for everything non-realistic is like saying that a pigeon is a kind of bat because they both have wings and fly.
TL;DR, fantasy has nothing to do with flaws/accidents/bizarre art style, in my opinion.

Well I never said that it was a flaw, did I?
I just said that because it is a fantasy drawing/non- realistic drawing, it is understandable that the anatomy is not accurate. It can be how the artist wants it to be.
This art is not bizarre, has no flaws or accidents, cause in my opinion almost no art has those. All art are masterpiece of it´s creator.
I´m also not saying that non-realism means the existence of non-real things, cause sometimes it is like that, but usually it isn´t.

I'm saying fantasy is a specific type of non-realism in which things that are not real are real. This is not fantasy, in my opinion, as this is a plausible situation in real life if someone bonds with a tiger.

I wan to add that it's no so much that the proportions are unrealistic, it's that they look sort of bizarrely unrealistic in a way that sort of looks accidental.
Like, Ariel for example has "unrealistic" body proportions, but they match with the rest of her body. It looks like she was drawn properly in the Disney art style. Her ultra thin waist leads very smoothly into the rest of her body. It looks like it belongs there, even though it would be impossible to have in real life.
Meanwhile, this sort of looks like the artist was drawing an "unrealistic" body and messed up according to their own rules. Like they were going for something else entirely with the hips and changed it at the last minute. I think this is because of the "dimples", which are higher than they are supposed to be and tilted with they way she's sitting, unless they're supposed to be that toned pelvis thing, in which case they're supposed to curves in the other direction.
The different toned color of the butt area adds to this. It sort of looks like she's wearing weird underwear, the color is so drastically different. Is it supposed to be like a tan line, where the rest of her body is darker because it's been in the sun and she just took her bottoms off? In that case, it should be a little darker.
I know this diatribe makes it sound like I hate this, but it's actually super good. This is just a tiny nitpick I needed a lot of words to properly explain. The other color choices are beautiful and I love the linework.
