They look like they were once liquid which became hard (I, think this may be true ion some cases)

In actual fact you're not far off. ^^ The entire cornwall-devon region is comprised of granite, which forms as liquid magma cooling and hardening underground. It never reaches the surface until the pre existing rock is eroded away, to form these granite tors
