The house in question is The House of The Unexpected.
It is the dwelling place of the entity known as The Unexpected.

Since he has no need for a home, he utilizes the house as a source of entertainment.

The house (when it exists) exists beyond the realm of reality. Likely within The Unexpected himself.

He can manifest the house anywhere on Earth, usually in an unexpected place, and wait for individuals to discover it.
Then his fun begins.

Once inside the house, individuals are subject to the whims of The Unexpected, and can find themselves unexpectedly cast in stories and situations where expected outcomes are suddenly upended.

In situations where/when the house itself cannot be manifest in reality, it can be accessed by other unexpected means.
Typically, access can be gained by crossing a portal of some kind.
A doorway, a tunnel, an elevator, and even through a mouse hole.

While discovery and entry to the house is usually random, The Unexpected can lure specific individuals to its location.
