1. it's a blog template for blogger..not a website though
2. depends..you can do it the easy way with some programs to make this kind of template..they make html a lot easier to apply...
or you can do it the hard way by knowing everything you need to know (like html or ccs) and start from scratch..
3. templates are kinda like the skin of a webpage..so it will look more interesting..

there's this part where you can edit the html of a blog or website.. type the codes there then save.. i'm not really sure about this stuff coz i don't know anything about handling a website..
blogger is very basic that's why i'm stuck there.. >_<

the hard way, i guess..
i read the template tags in blogger help so i know what things to put..
then i imagined how the layout would be..
applied in photoshop..
sliced..
upload the images to a hosting site..
make tags/create ccs..
then copy-paste in 'edit html'
