I figured out something: Ekko is inspired by both Tracer and The Scout.

For example: He represents Tracer's time manipulation while his trailer was either inspired or based off of Scout's fight against a BLU Heavy in his trailer. So basically, Ekko is a fused mixture of the two of them.
