A girl living in the streets of an unnamed town near Cairo, Egypt. Her parents and sister were murdered by someone named Dio. Planning on getting revenge, she sneaked inside the mansion only to have the Stand Arrow hit her; as part of an experiment if the arrow truly works. Cleo survived the attack and has developed a Stand power, calling it the “Eye of the Night” because of the eye-shaped markings on its body. After developing a stand, she encountered a man named Alessi and that had her turning into an 8-year old. During that time, she was found mostly with children, plotting on making a living on stolen goods. Her brief meeting with Jotaro’s group (while stealing their money) changed her outlook on life. The defeat of Alessi returned her to a 15-year old. Though she wanted to join the group, she was turned down. So Cleo followed them discreetly, till the very end. Using what’s left of her money, she followed Joseph all the way to America (even sneaking in the cargo bins of the airplane). There, she studied Medicine and worked in the Joestar Estate as payment for letting her live under their roof. She nurses a very old Joseph and takes care of Shizuka, another orphan he took from Morioh when he visited his illegitimate son Josuke.

So, um...yeah. There really isn't an Eye of the Night in a standard deck of tarot cards. It's actually from Silent Hill 3.
