Probably Aang, because set aside the fact that Korra hasn't learned how to bend air yet, we never seen her bend lighting, or at least learn how to redirect it.

This is very true. Though in the long run i do believe that Korra will be a more powerful avatar when it comes to the physical side of the job. She has much to learn still
