1: Yes, the same alloy that Missy used to Pierce holes in a Dalek's carapace like it wasn't even there, and describes it "goes through armor like a knife through people".
2: A D-mat, short for Dematerializarion gun, is a (probably-multiversal) temporal-flux weapon originally made by the Time Lords and later reverse-engineered by the Daleks. Whatever it hits is not only completely erased from time and existence, it is made so that the target never existed in the first place. It's essentially an in-universe weaponization retcon device. If so ethibg us hit by it, said target won't exist in the past it future in any dimension or reality.

3: This is not really Canon. However, the principle would be that it defends the host against interference from suffuciently-advsnced entities that can control the multiverse to the extent that they could change it as easily as someone can change a script. Things like the 5th dimensional imps from DC, considering what kind of multiverse Doctor Who is, it doesn't seem TOO out-there.
