idk what it is about older houses and buildings like this that give off a certain charm

maybe im just weird for liking them like this, sure fixing them up would be lovely, but to me it looks great as is

like it has many stories to tell, ya know?

Yes old houses / buildings do have a sort of interesting something about them that makes you want to investigate and learn more about what happened in them or to them.

I think the owner of the house can't afford to restore it. The house is located in an area of historical land marks. When you own or buy a house with this classification any changes to the structure have to be made not only to current safety codes, but you have to makes sure that any changes to the structure abide by the history of the type of building and design of the time period of the house. This can be very expensive to do especially for Victorian homes because of all the wood and design on the face of the house.

Same in the UK.  My husband used to have a listed house, and couldn't change anything inside at all, mind you it dated back to the 1600's
