I have Sai and How i do it is just take the airbrush, make it fairly large and just barely tap over the area you want to glow. That is usually how I do it because you want it to have that fuzzy edge and be slightly transparent, and if you just can't seem to get it to be transparent just change the opacity of the layer~ Hopefully that helps and thank you so much!
