In this picture I think its what you don't see which creates the strong feelings for me, what is she looking at? Somehow it really makes you curious that she is looking after something you can't see. Then I also think you have done a very good job finding a good location for the shot, the place seems so strange and your wonder what she is doing there
I think you shows what is great about photographing people, the emotions in the image can raise to another level than a regular image, and I think this one really stand out.
