Being that he is a king, I figured he would have a harem as they did in those days. My idea is that both sisters have feelings for Anubis, but Bast is the one who bravely pursues them. Being that Sekhmet is the Goddess of war and combat, I bet she would be reluctant to show feelings like love for fear that it would damage her image. She would be drawn to Anubis because of him being the God of death while she the God of war, since war and death are thought to go hand-in-hand. Despite being royalty themselves, I can see them wanting to experience what life as a servant is like; to not have any big responsibilities and entrust their well-being to a special person they trust.
Seeing how well Anubis treats his servants and subjects, Bastet and Sekhmet would desire to experience it for themselves; Bast believing it would help them both become better rulers themselves. Sekhmet would be a little reluctant with the idea, unsure of bowing down (AKA submitting) to another, even a fellow Egyptian God. Ultimately, her curiosity sparked from her sister's idea and her desire to be closer to Anubis would win out in the end with her deciding to give it a try.
Anubis would be both intrigued and amused by the proposition once it is presented to him. Deciding to grant their wish, he has the sisters' royal attire replaced with that of a proper harem woman's and welcomes them into their new servitude under him. However, he also proposes that they NOT tell anyone their true identities as Goddesses and just act normal with the servants. They agree with this, and are introduced to the harem whey they will stay until called up. It is there that they would plan of ways to interact with Anubis further while at the same time bonding with the other harem girls and learning of their mortal lives.
I can picture Anubis feeling blessed to have the feline sisters, actual Goddesses, as part of his harem; and, unbeknownst to them, he already has feelings for Bastet and holds a growing interest in Sekhmet. He decides that they can slowly build up their bonds and understanding throughout their stay in his service. He hopes they gain a true and proper understanding of what life for their subjects is like to make them more competent and understanding monarchs in the future. He also works out how to express his feelings to them.

Keep in mind they lived like royalty so I imagine they would hold some similar things to the kingdoms they ruled, and they were not for normal bonds; right?

Besides, can you imagine how pleased Anubis would be to have two Goddesses from his pantheon as part of his harem and how the sisters (Bast and Sekhmet) would want to try enjoying being simple servants (if only for a while) rather then big time rulers (a break, you could say)?
