Willow's cutie mark symbolises the balence between life and death.
She is the queen of Hades (the afterlife) which is intertwined with Equestria and has areas like the Valley of Peace (heaven), the Lake of Fire (purgatory), and Shadow Creek (hell).
As her name suggests (to some extent) she is only responsible for plant life, but is in charge of all dead souls.
She has strong magic but is not in any way God or Satan. (Before anyone tries to accuse me of blasphemy)
