Theoretically, as long as it involves fire or heat, she's likely to be able to do it to some capacity 
But some wishes are beyond even a genie, after all.

manipulating someone's will or bringing back the dead are both things she's not really able to do still
and whilst killing is probably more than possible, i think assassination wishes are probably out too based on the seal of the lamp.Β
