I had the Same Experince with a Queen Wasp outside my Window on the 2nd story of a Duplex. Most Beautiful Creature I have ever seen, The Queen Wasp Flew up to the window I was looking out of ( My Room). She looked me over..I stood there in awe...She Flew away.
Next day Right under the eve a small quarter appeared and began growing into a Hive..Paper Wasp Building.. I watched the workers Build a small Fortress over a couple days period. I came Back later in the day and I found out that my Brother was afraid his dogs were going to get stung so he Fumigated it with raid and smashed it...I hope she got away.... The Female Queen wasp is the most Beautiful Alien looking Creature I have ever seen. She Judged me and decided to Build next to my window.. I had a moment with a Conscious Being... A Queen...
