I hope you don't mind me asking for clarification... When you say "Don't redistribute", does that include on a finished character model, complete with hair, alterations, and accessories?

When I say dont redistribute I mean, dont put it the outfit up for downloaded with no modifications. Finished models are fine to put up for download

the exact base i used can be found here

the tojiko base(the girl with green hair) the dress should fit you'd just have to delete the verticises that are clipping(like there might be som clipping with the leg if you use the stockings). i used to have a file with the base and dress but unfortunatly i think i deleted it

I haven't made any models in literal years, so I have a couple questions. I'm trying to get back into MMD and want to improve the models I make.
When applying an outfit, are you supposed to delete the parts of the model that are underneath the clothes? Or is it a matter of preference?
I always used to delete anything that wasn't visible to prevent any chance of clipping, but to be honest I'm not sure if it was the right move.
Also, is it possible for me to make this flat-chested (like if I wanted to put it on this base , or on the blonde beside the base you used)? I can't find any tutorials on decreasing bust, only increasing it.

When it comes to verticies under models i tend to delete most but not all of the verticies underneath. I dont delete all because if i do its possible that from certain camera angles i'll be able to see empty parts where the verticies used to be(like if you look down at a model's head and you can see where there neck ends). i personally dont like being able to see where the verticies end. On some parts if there's clipping withe the verticies i didnt delete the i'll just move them so they arent seen or i scale the down.
as for editing breasts to be small, its possible but dificult to do in pmx editor. if you've used blender i'd recomend using the proportional editing for that.
here's a vid on proportional editing and what is does incase youu dont know

Long story short the base I used had a similar shape to njxa models so fitting it wasn't hard. The skirt plugin is great but to get the sleeves and dress to move nicely I edited the joint settings and looked to see what settings modelers use. Tbh having to retexture each dress, hat, and head band is what made me take so long to put this up(I started editing this last summer and forgot about it woops)
