I see Tanya being THE ONLY character who is well-versed in magic and sorcery.
and Shang Tsung is DEAD in MK9: when other dead characters are seen in Netherrealm, becoming personal properties of Quan Chi, Shang Tsung was ABSENT.

She certanly is. And they two share similar way of actions, I'd say "eminence grise" - not act directly, but manipulate. This brings a good chance for them for mutual understanding (before they decide to betray each other
I wonder why Shang Tsung is absent, because Quan Chi should have got his soul as well as Sindel's. Perhaps, it's because Shang Tsung oathed to Shao Kahn. So sorcerrer's soul should go to Shao Kahn after a death.

Shang Tsung uses souls to empower himself. Quan Chi uses soul to do his biddings. As for Tanya... Hmm...
but Shao Kahn was taken by Elder Gods after losing to Raiden in MK9...
