I used a static image as a filter over the whole image, which probably contributes to 90% of the look haha. I also layered the final drawing of her on top herself to help create the look of the blurred line art, shifting the new layer of her to the right slightly when compared to her original position (and added some alpha/ transparency to it too).

There’s probably better ways to go about it, but that’s how I did it. I use flash, I need to make up these weird work arounds haha. (Also sorry for the bad explanation, I’m terrible at explaining things)
