I think it might have started with Prussia's blog on April Fools' (Ore Sama Blog) where Hima-san used a picture of him with that bird on his head as the background/main image of that blog. =v= One of the entries also has him noticing the bird on his head and commenting on how it was nice to touch.
OvOa probably due to that in his character CD there's also a line in which he sings something about little birds perched on him too =v=a
I think that's probably why he's usually drawn with the birds on his head. OvO+
